The Tolerance Zone which the governor of Tlaxcala, Enrique Ruiz Peña proposes, has opened the discussion around sex work and prostitution.

The sex workers talk about the discrimination they face in their work, and how by dedicating themselves to it they are criticized and many times not respected and are abused by the police, the clients, and sometimes even by their families, witch lowers their self-esteem, allowing this type of violence. But upon organizing themselves and having psychological support, they have come to realize that their work is like any other which serves to make money for one’s family, and they claim it as a respectable job. Because of this they don’t speak of prostitution but of sex work. In the collectives they organize themselves so that their work is less difficult and dangerous, and more rewarding, because being on the street the pimps threaten to take away most of the money that they make without themselves doing anything, leaving the workers to be sexually exploited. That is why there is opposition to the Tolerance Zone, as it will return the women into the hands of pimps, who are the police, the hotel, restaurant, and pub owners. The governor and the business owners never talked about sex work, but about legalizing prostitution (which is illegal almost everywhere in the country) in a specified area for adult entertainment and knowing that significant sums of money will be moved since “that’s where the business is” as well allow the trafficking of women to the United States, as well as the sexual exploitation of children, since the corruption and the mafias of traffickers colluded with the authorities would allowed it to be hidden in the VIP zones.

In this second part of the video of Apizaco, several workers talked with AiM to tell us their experiences and problems, and one of them explained to us through her personal experience the difference between working in a collective and being exploited by a pimp.

[Editor’s note: It’s come to our attention that the translation of Zona de Tolerancia, as “Red Light District” is just wrong. Although “Tolerance Zone” is perhaps unclear to some viewers, we’re now using this for lack of a better term. If you’d like to make a suggestion of a better term, please be in touch.]

On October 5, the Forum of Analysis and Discussion about the Tolerance Zone took place in the city of Apizaco, Tlaxcala. There sex workers, as well as members of human rights and labor organizations, in the fight against Sida, reaffirmed their stance against the government proposal to create a Tolerance Zone in which prostitution would be legal. The said proposal, besides lacking public support, does not offer any opportunity to sex workers, but rather forces them to work for businessmen under the conditions that they stipulate. Apizaco, as a migrant city, has a population that is vulnerable to job shortage. It is here where many women are sexually exploited before being taken to the United States where pimps make a lot of money with them.

This video is the first of two parts where we will see from the stories told to AiM by organized sex workers and organizations that support them, the harsh reality in which the sex workers in Mexico survive.

The families of the miners of Santa Rosita, Coahuila have a sit-in in the DF, where they demand of the Secretary of Labor the search and rescue of the bodies of the 63 miners who were trapped after an explosion on February 19, 2006 inside a mine known as the Pasta de Conchos Mine.

The relatives argue that the owners of the Industrial Minera Mexico company do not comply with mine security standards and maintain a framework of corruption with the labor authorities, which has generated a greater risk of fatal accidents to the miners, costing human lives.

The rescue efforts have been stopped for months by orders of the company and the government, which is why the relatives of the victims think that the bodies were only a short distance away from being rescued. This would confirm their assertions that what killed the miners was the company’s irresponsibility and eagerness for greater profit, and not an unforeseeable accident.

The mining industry has been a hard contradiction for Mexico and other countries where it operates. While for a few it generates multimillionaire gains, the legions of workers it condemns to a life of low wages and deplorable conditions.

Tatawelo Coffee is the brand of coffee sold by the Zapatista autonomous communities of Chiapas. The Mayan indigenous organized in the Good Government Groups have decided to sell their products without an intermediary who often buys what they have grown for very low prices. You can purchase this coffee in cafes in Chiapas and Mexico City (the Federal District).

Since they decided to manage their own coffee two years ago they have been recognized internationally for their totally organic production. As a result it has been distributed as a form of solidarity, to various parts of the world including the United States, Italy, Germany and Spain.

Tatawelo Coffee is an example of just commerce, an honest practice to obtain support to maintain their autonomous projects.

In spite of the problems that have faced the indigenous communities, like the paramilitary bands that ravage the region, as well as a government that marginalizes them, the Zapatistas continue constructing their possible world.

Mexican culture was born in 1325, 682 years ago, in what now is the center of the Federal District [Mexico City], where the city Tenochtitlan rose. This culture was oppressed with the arrival of the Spanish colonizers in 1521, subdued and decimated by new European illnesses, military, and religious contrast.

In the Colony there were prohibitions against languages, constumes, dances, their form of dressing. Nonetheless the indigenous groups survived with these traditions in a clandestine manner.

With there drums prohibited, they played their music on mandolins, small guitars, in those rhythms, in these songs, their culture survived. Calpulli is the name they gave their schools, and the name today for groups that preserve knowledge of this culture.

Their language is Nahuatl, which emphasizes the poetry, the architecture, the mathematics, among other amazing things, like the building of a city of more than 100,000 people on a lake. Their “gods” have mythical legends like the greek, and these gods are the water, the wind, the fire and the land. The groups of dancers give tribute to this history, as do the groups studying Mexican culture, which have grown in the last century in Mexico, and throughout the world.

This year the march’s theme was the growing problem of discrimination against LGBT people for their sexual preferences.

This march grows each year, not only in the number of people but also in the infrastructure that they use, which includes dozens of mobile scenes where they exhibit their outfits.

Various cities in the country have similar marches where, in a type of carnival, the LGBT groups have made their presence public in a society that commonly ignores them and discriminates against them.

In this march they also encourage the use of methods to prevent sexually transmitted infections, and to promote their rights as an active sector in society.

The town of Real del Monte is in the state of Hidalgo, very close to Mexico’s capital, Mexico City. For more than 500 years mines for gold, silver and other minerals have operated there. Now they are all closed.

The former miners have organized to reclaim their rights for a dignified retirement and medical care. The work in the mines caused many illnesses, and only a few miners have medical insurance or benefits.

This town has a long history, including the first strike in America in 1766. This town also produced one of the organizers of the strike of the Cananea movement, a precursor to the Mexican revolution. In addition, there one of the largest fortunes in the country was amassed, like that of Romero de Terreros who became the richest man in America in the 18th century. Finally, the continent’s first soccer team plays in Real.

In Chiapas, medical aid and assistance is difficult to find. As we reported some months back, indigenous Mayan “Health Promoters” in Chiapas have begun teaching their communities about basic nutrition and hygeine, as well as providing some medical services.

The have also begun renewing the traditions of their ancestors by using herbal alternatives to treat medical problems dealt with pharmaceutically in places where resources are more available. Oventic, where our correspondent travelled to bring you this episode, is the center of the Mayans herbal medicine practice.

Due to the low intensity conflict in Chiapas, it is by turning to tradition that the indigenous Mayans of the Zapatista communities are able to preserve their autonomy. For more information about those working to preserve the herbal and other traditions of the Mayans, please see OMIECH’s website.

The ISSSTE (Institute of Social Security Serving the Workers of the State) is one of the country’s two largest and most important public Health and Social Security systems, in charge of hospitals, sports and vacation centers, provisions centers, pharmacies, childcare facilities, and a long list of infrastructure that, together with IMSS (Mexican Institute of Social Security), attends to the majority of workers with social security in the entire country - In the case of ISSSTE, to workers serving the State, such as schoolteachers, which total 1,800,000 people, the workers of public universities, national institutes, and workers of the structure of the State.

A few years ago, the IMSS started modifying its laws, which generated major opposition from hundreds of thousands of workers all over the country, pointing out these changing as detrimental to their rights and those of millions of people who depend of this Institute. Nevertheless, these legal reforms remain in effect.

With the reforms approved by ISSSTE, the opposition was soon to follow, since the reform projects the creation of individual retirement fund accounts with an increase in contributions from the workers.

Since the month of May, national strikes have been carried out by labor unions all over the country, which have summed up hundreds of thousands of those affected. The demonstrations have been growing as time goes by, and a sit-in has been set up outside the ISSSTE’s central offices in Mexico City.

The right to health and to retirement with dignity is a conquest of the workers’ struggle of half of the twentieth century. The ISSSTE and the IMSS were built under a model of cooperation and mutual support, which has now been distorted and dismantled by neoliberal projects.

In San Luis Acatlan is the Coordinating Committee of the Community Authority, which brings together the elected authorities for the uses and customs of more than 60 indigenous settlements of the coast and part of la Montaña Chica de Guerrero.

This coordinating committee is also the place where orders and regulations are given to the Community Police, which is a grouping of peasants that provides its services free of charge, and is elected by the assemblies of their communities in order to offer this security work. Achieving the rank of commander requires 3 years of collaboration, for police class a year, and for volunteers only 15 days, during which time passes the “jail” or prisoner caravan which carries the offenders, touring all the communities in order to carry out community work and complete the punishment that the assembly has assigned to the prisoner.

This Community Police has existed for scarcely 11 years, and for most of this time it had to face the delinquency and insecurity of its towns which had been abandoned by their state governments, and created rural militias after losing trust in a government that declared them outside of the law despite the great results that they have achieved.

This zone is an example of the autonomy project that the indigenous towns look for and construct. This zone is also considered to be the poorest region of Mexico, having more infant mortality due to inadequate nutrition and a lack of medical attention.

The Community Police brings together hundreds of men that participate in providing security to the communities, where prior to the existence of the Community Police there was a high index of assault, aggression, and rape.

- A Story of Community Radio -

“The Voice in the Air in the House of Rain” is a community radio station in the Town of Buena Vista. Located on a hillside in the
state of Guerrero, the radio station was bought by a farmers co-op in the area who gather to determine what is aired and, who will act as local authorities and as a voice of the police.

Buena Vista is a small community of about 2,000 residents who are mostly indigenous mixtecos, tlapanecos, and amuzgos, in the middle of the mountains near the Pacific coast. The area straddles two timezones and has trucks coming and going several times a day to the municipal capitol in San Luis Acatlan.

Despite diverse problems problems from great distances to lack of equipment, the radio is a powerful force in the region. Replacement parts are expensive and hard to come by because of long distances, but by broadcasting in Castile Spanish is able to understand the news and stay in touch with their community.

The radio is not a project run by any group or person, but “an agreement that arises from the assembly of indigenous towns” that see the possibility of promoting their agricultural products and protecting their culture and way of life.

Those in charge of the radio are from all different backgrounds and form a committee to determine how things should work to help everyone in the community the most. They maintain the project because it is in the best interest of everyone in the area - it helps neighbors and friends, and everyone chips in to pay for repairs and maintenance of this vital service.

In June of 2006 the Government of Oaxaca launched an offensive against striking teachers. This action prompted the formation of a popular movement who made their actions famous around the world facing off against local and federal police and erecting over 2,000 barricades in one night. In the violence that ensued Indymedia reporter Brad Will (from the United States) was murdered by off duty police and a warning was issued by the Embassy to Americans to stay away from the conflict zone.

In this second visit to Oaxaca, Alive in Mexico interviews human rights defenders, teachers, and relatives of victims who died in the conflict. A year after the conflict the members of the movement recount their struggle, discuss the current situation that exists, and participate in several planned activities.

Alive in Mexico was in Oaxaca in June. Lately the situation has been extremely tense because of new repression by the government. Hundreds of thousands of Oaxacans protested and boycotted the festival called “The Mondays of the Hill” or “Guelaguetza” because it has been commercialized and organized by the government.

*****

[Editor’s Note: We’d like to give a special thanks to John Little, who volunteered to translate for us recently. He only asked that we let our viewers know about his own labor of love over here, so after the video, check it out!]

A sit-in or “plantón” is a demonstration method that is used to press the government to address a problem. People get blankets and supplies and sit down in front of public offices or public areas and are accompanied by other protesters who march, and they continue their actions until the government meets their demands.

The sit-in went on to inspire the radio project of the teachers’ struggle and the creation of Sit-In Radio or “Radio Planton” that has become an important part of the long running conflict in Oaxaca and an example to the popular movements. Alive in Mexico was in Oaxaca a year before the beginning of the conflict and this is the first story
from that visit to the territories south of Mexico.

Early on June 14th there was an attempt by police to the evict the teachers’ union seat and destroy the FM radio installed to support them. But this radio has become a symbol of the APPO [people’s] movement and grows in frequency and range with the movement. While the movement grew over several months and broke out of government control the radio and television stations maintained almost complete control over the city as several zones of the state faced stones, wood, molotovs, and the entrance of military police into the zone.

Sit-In Radio served as the voice of the movement by dispersing information about the movement and played a key role in organizing the participation of hundreds of thousands of people.

In Oaxaca the tradition of community radio and free radio has received ample testimony to it’s importance. In the future Alive in Mexico will be covering the first Anniversary of the repression of the Oaxacan Movement and its popular radio.

The classic Mariachi group consists of violins, trumpets, guitars, a vihuela (a high-pitched five string guitar) and a guitarrón (a small-scaled acoustic bass). Most of these instruments were brought from Europe by the Spanish conquistadors, replacing rattles, drums, conch-shell horns, and reed or clay flutes which were used by Mexico’s indigenous people. As a result, although Mariachi music originated in Mexico, there is some debate about whether it is the “most traditional” Mexican music.

San Salvador Atenco is a rural town 100km from Mexico City. Since 2003 settlers have put up with the construction of an international airport that threatens to destroy the land where they live and work. The airport was thrust upon the people by the previous Federal government and was cancelled because the government had to recognize the rights of the settlers. The fight for the defense of the land and its inhabitants has been an example for those fighting for territory all over the world. Thus, the machete has become a symbol of the farmer’s movement.

In 2006 the people of Atenco were assaulted when the settlers drove the Zapatistas all around the country. On May 3rd, the government ambushed a demonstration and evicted a group of flower vendors and jailed dozens of others. This was especially disturbing to residence since say they had obtained permission to sell their flowers just two days before the incident.

In the evening, there was a confrontation between residents and the police officers who had beaten and arrested protesters earlier in the day. As the confrontation escalated the residents of Atenco forced the police from their town as a sign of their displeasure with the situation.

The next day the police reentered the city with federal reinforcements to stop the demonstrators and residents of San Salvador Atenco. Using excess force, the police attacked women sexually, and for the 23 people that remain prisoners, the penal process has been long and full of irregularities.

Several prisoners have been released, but the process continues from others. Those who are still imprisoned have been victimized in the prison system, suffering the full force of the penal system. Two of them, Ignacio of Valle and Felipe Alvarez have been given 64 years in prison and still face more charges.

Now that the demonstrations have subsided, the government has once again begun threatening to build an international airport.

[Translator’s Note: A Ciudadela is an area with some protection from the elements found in the interior of a large plaza. In the case of this specific Ciudadela it is a large market used for the sale of crafts and artisan works and plays an important role in the economic and cultural lives of the people living there.]

The Ciudadela is a Mexican crafts market where cultural groups from around Mexico distribute their crafts to other parts of the country and the world. These artists and have developed and maintained this space for more than 40 years. The land the Ciudadela occupies has been threatened with demolition, to convert the area into a government office building.

The Ciudadela’s craftspeople are organizing so the eviction might be prevented. They are working to educate people about valuable cultural and artistic work that is done every day in the market.

The Ciudadela offers artwork made of wood, cloth, glass, paint, metal, pottery, and embroidery. You can purchase paintings, scultures, typical and traditional costumes, along with thousands more items. The market sells crafts from the entire country, and members of at least 10 indigenous groups live there, including the Triquis, Tzeltales, Tzotziles, Huicholes, Mixtecos, Purépechas, Tlapanecos, Otomíes, Zapotecos, Nahuas and Mazahuas. These cracts people count on the Ciudadela space for art production as well as sales, employing more than 1200 craftspeople.

For more than 40 years the Ciudadela has been a hub for the world-wide distribution of Mexican crafts, and the market has also been a necessary stop for any tourist in Mexico City. During this time the knowledge of the artisan’s craft has been passed from generation to generation, and they continue with this work to this day.

————-

This week, to inaugurate our regular posts from this date on, AiM covers the first days of May in Mexico City, dates filled with history for the Mexican comminuty. Since the end of the 1910 Mexican revolution, Mexicans have celebrated the workers struggle and the defense of workers rights.

This 1st of May many workers marched, from social organizations and independent unions of the working class, including electricians, firefighters and teachers. A second march was organized by members of “La Otra Campana” or “The Other Campaign,” a political initiative headed by the EZLN, also known as the Zapatistas from Chiapas, Mexico. This marched included sex workers, vendors from the Tepito neighborhood, young people, farmers from Atenco and other groups, that support the workers struggle and also demand the liberation of political prisoners in Mexico.

Many media outlets noted the absence of government authorities on this Labor Day, in contrast to previous years when there was an official march with Mexican government officials present.

The workers demonstrated their anger with the new labor politics, especially the reforms of the ISSSTE law (State Institute for Social Security for Workers) that were quickly approved in March of this year with no time for worker comment or input. Changes to ISSSSTE affect over 2 million workers and10 million people who receive health care and pensions from ISSSTE.
